Jill Valdés Horwood is a senior climate, resilience, and infrastructure leader and serves as Chief Climate & Resilience Officer at the Massachusetts Port Authority (Massport), where she leads the Office of Climate Innovation & Resilience and advances Massport’s Net Zero by 2028 commitment, enterprise-wide decarbonization strategy, climate risk management, renewable energy and offset procurement, and cross-sector partnerships across aviation, maritime, and real estate assets. Her portfolio spans some of the Commonwealth’s most complex and mission-critical infrastructure, requiring a pragmatic, data-driven, and collaborative approach to climate action. Previously, Jill served as Director of the Boston Waterfront Initiative at the Barr Foundation, overseeing a significant philanthropic portfolio focused on climate resilience, equitable waterfront access, and adaptive infrastructure, and as Policy Director at Boston Harbor Now, where she helped shape state and municipal waterfront policy and build broad coalitions addressing climate, equity, and public access. Her career began in public-interest law and advocacy representing underserved communities, experience that continues to inform her values-driven leadership. Jill serves on the boards of the Disability Law Center, Maritime RI, and City Parks Alliance, and is an adjunct faculty member at Massachusetts Maritime Academy, mentoring emerging leaders in maritime business, risk management, and climate resilience. She holds an M.S. in Maritime Business Management from Massachusetts Maritime Academy, an LL.M. in Maritime Law from the University of Miami School of Law, and a J.D. from DePaul University College of Law.
